FHA LIMITS SELLER CONTRIBUTION TO BUYER'S CLOSING COSTS TO 3% OF THE PURCHASE PRICE. (Any day now.)

O.K. We get it. We don't like it but we get it. We believe it's wrong headed for FHA to limit seller contribution to the buyer's closing costs. These contributions are negotiated and there is no requirement other than self interest for a seller to agree to contribute a portion of their net proceeds to the buyer.

Question: Is closing help from a seller to a buyer required?
Answer: NO. No seller has to pay a dime of any buyer's closing costs.
Question: Will offering closing help to a buyer help sell a property?
Answer: YES. The cost of acquisition of real property is often a significant source of revenue for local governments and may add 2-3% of the purchase price to the buyer's closing costs.
Question: Is seller paid closing permitted under other types of buyer financing?
Answer: Yes. Sellers can pay significant closing costs under VA finacing, USDA financing, CDA financing, conventional financing.
Question: Does seller paid closing affect appraised value?
Answer: Not if the appraisers are ethical when performing their duties.
Question: Does seller paid closing costs drive up the list price of homes for sale?
Answer: NO! Seller paid closing costs reduces the seller's NET PROCEEDS.

SELLER PAID CLOSING IS IN THE INTEREST OF THE SELLER. In the best tradition of free enterprise, sellers who wish to compete with other owners with homes listed for sale, may offer to credit a buyer with cash to help a buyer pay their closing costs.

CAN FHA FINANCING COMPETE WITH CONVENTIONAL, VA FINANCING? Conventional and Veterans Administration financing buyers can also benefit from seller paid closing.

Under 95% conventional financing, sellers may contribute up to 3% of the purchase price to the buyer's closing costs.
Under 90% conventional financing, sellers may contribute up to 6% of the purchase price to the buyer's closing costs.
Under 100% Veterans Administration financing, sellers may pay ALL of the buyer's closing costs (and more).

If a buyer with 10% down can receive a seller incentive of 6% of the purchase price for closing help, why should those sellers benefit from providing cash incentives to attract buyers when a seller is limited when the financing is FHA?? Shouldn't home owner/sellers be able to direct the money in their net proceeds in a manner that benefits them without government interference?

WE BELIEVE THAT THE GOVERNMENT'S PLAN TO LIMIT SELLER PAID CLOSING UNDER FHA FINANCINGcannot be justified. If the rationale given, to replenish the insurance fund, then the solution would be to increase the FHA insurance premium to an amount that is actuarially sound.

EUREKA! Our home buyers can receive 6% closing help with 10% down. Which benefits our buyers more, making a larger down payment or paying their cash for closing costs???

HINT TO AGENTS: WORK THE NUMBERS. You may find that, even with more restrictive LTV limits, conventional financing may benefit our buyers more than FHA. When I work with a buyer to cost out financing alternatives, I run a 5 year amortization table for each type of financing considered. The lower interest rates often offered with 10% down compared with FHA may make the conventional more attractive. Or not.

GIFTS CAN HELP TOO. Home buyers are often gifted with cash from close family members to help with the cost of acquisition. PASS THE HAT. Buyers are going to have to have at least 5% of their own money in the transaction but gift money can often make a difference between 5 and 10% down and getting that 6% closing help from a seller. Always consult the loan officer before advising a buyer about specifics or make sure the loan officer described alternative financing. However, a smart loan officer will be willing to run several scenarios based on your qualifications, assets and needs.

ALDIE VIRGINIA OLD MILL. The Loudoun County village of Aldie is a visit to the 1700s.

ALDIE VIRGINIA IN LOUDOUN COUNTYis a small village, with the typical Virginia countryside small town appearance. Most of the town fronts the main road, which is Route 50. However, this is one small town that has changed little since it's settlement back in the 1800s. Of course, this makes it a wonderful location for a tour to enjoy the "experience" that our ancesters called home.

THE ALDIE OLD MILLis a classic example of life in the 1800s. The history of Aldie is instructive in how some rural villages just never change. The old town of Aldie is a village of several churches, antique shops, a restaurant and a few homes along Route 50. The surrounding acreage consists or a typical rural countryside of horse farms, small farming businesses and "country farmers" and the popular Loudoun County wineries.

"Within a decade, Aldie, at the nexus of three turnpike roads, became the fourth-largest community (268 people) in Loudoun County, after Leesburg, Waterford and Middleburg." See: ALDIE HISTORY. The population of Aldie far exceeds that number today but only because of the Aldie new home developments north of the original village constructed in the past 6-7 years.

ENJOY A TOUR OF THE OLD MILL AT ALDIE

The Old Mill building and the canal with water to fuel the paddles.

Grain was processed by large stone mills. Other machinery contributed to the quality of the milling process.

WHAT IS THE RISK OF DEFAULT TO THE TAX PAYER FOR THE USDA MORTGAGE LOAN, a lot lower than other loan types.

USDA LOANS ARE NOT ONLY GOOD FOR QUALIFIED HOME BUYERS. The USDA financed mortgage loan is good for the housing industry, good for the sellers and good for the tax payers.

A post today by ActiveRain member Vince McEveety, The New Sub Prime Lender referring to USDA mortgage financing, describes the USDA as THE NEW SUB PRIME LENDER.

Fact: The foreclosure rate on USDA financed loans is about 1.4%
Fact: The foreclosure rate on FHA financed loans is about 2.3%
Fact: The foreclosure rate on prime loans is about 1.6%.
Fact: The foreclosure rate on subprime loans is about 12.9%

DOT EVERY (i) and CROSS EVERY (t). My experience with USDA financing is that the limits on income and geographical location are the only negatives. Further, the USDA financed home buyers we've sold obtained their loan approval only after through fully documented mortgage loan applications and underwriting. The USDA loan application, once reviewed by the buyers mortgage company is then submitted to a USDA approval process. Perhaps this second approval process makes sure that the qualification and documentation is through.

VA financing also has a low delinquency/foreclosure rate than FHA/Conventional/Subprime loans. The LAPP lender who approves the VA loan or the lander who gets a VA review, is a good quality control for VA loans and, no doubt, contributes to the low delinquency/foreclosure rates for these loans.

MAKE SURE THE LOAN OFFICER HAS USDA LOAN EXPERIENCE. As with any mortgage loan type, make sure the loan officer to whom you refer a USDA qualified buyer has the proper training and experience.

CHECK YOUR AREA FOR ELIGIBILITY HERE.

USDA IS NOT THE NEW SUB PRIME LENDER. USDA does it right. They require strict qualification of property and buyer. Then they require comprehensive documentation. THEN the loan is reviewed and approved by a USDA loan specialist.

DON'T JUST LISTEN TO THE NEGATIVE! Get other opinions and talk with folks who have relative experience working with the program. I hear a lot of negative reports about this loan type or that. No loan type is for every borrow, ever lender, but agents shouldn't limit a buyer's choices unless they can match it with another loan type.

GET TO KNOW AN EXPERIENCED USDA LOAN OFFICER. If there is no USDA qualified lender on your list and you have buyers who meet the strict property and buyer qualifications, just post a WANTED: USDA qualified loan officer in [my area].

YOU'LL BE GLAD YOU DID!

MEET REPRESENTATIVE FRANK WOLF, A REPRESENTATIVE WHO LISTENS!

Last week I attended a meeting sponsored by my local board, the Dulles Area Association of Realtors. The guest speaker was Representative Frank Wolf. The meeting was informative and helpful for residents and Realtors alike.

Congressman is a soft-spoken gentleman who "looks you in the eye" and speaks directly to your questions and concerns. In Northern Virginia, matters involving TRANSPORTATION have been a primary concern of residents of commuters from all areas of Northern Virginia.

When Congressman Wolf makes transportation matters a high priority of his office, he is listening to his constituants.

"I have been involved in most of the major transportation improvements in northern Virginia over the past 20 years, all of them intended to help people. Among them has been my work to obtain full funding for the Metrorail system; funding for rail in the Dulles Corridor; lowering car pool restrictions on I-66; adding a new reversible lane on the Theodore Roosevelt Bridge; improving safety and driving conditions on the George Washington Memorial Parkway, including the additional lane from Spout Run to the Roosevelt Bridge, and advocating telecommuting in both the private sector and the federal government."

WELCOME TO STONEYBROOK FARM MARKET

Last summer, I posted photos of one of my favorite farmers market in Loudoun County Stoneybrook Farm Market. Why one of my favorites? Because of the wonderful breads that they sold in addition to the usual fresh local fruits and vegetables grown on the farm directly behind the "market".

This market also offered PUMPKIN BUTTER. I discovered Pumpkin Butter at this farmers market and it's one of my favorites snacks on their wonderful whole wheat bread.

THE NEW FARMERS MARKET. Last fall, Stoneybrook Farm Market closed down and started building a new building. I watched the construction progress. Hillsboro is just 10 minutes from my home and right on the way to my gunsmith.
